This is a Nien Nunb and I dragged my poor wife to a Pop Culture Emporium (Vintage Toy Store) on Carson St. in the Burgh the morning after we stayed in a hotel for our anniversary last weekend.
Got him for three bucks...if this were an auction league he would definitely be a keeper.
