Can you start a private pot hole repair service in competition with the DOT? If so, we start small. Work part time in winter and spring then expand the business to do repair work in summer and fall and eventually focus on developing new material with a goal to eventually eliminate the freeze thaw variable and eliminate pot holes all together...

I wish, I dodged about 30-40 craters this morning driving to the store. The wonderful town of Midway threw gravel in theirs for some reason

Yes and no. The PADOT and WVDOH do their pot hole repair internally and bid out full depth pavement replacement/repavement jobs. If you wanted to bid to a local jurisdiction (City, Township, County, etc.), I'm sure they'll entertain your bid.
