Todd English Pub - City Center - Food Well Reviewed - Lots of different beers including microbrews - They have a challenge - if you drink your pint before the sand in a little hourglass runs out, the beer is free. I think it is 7 seconds. Free Darts, Beer Pong
Special - Happy Hour M-F, 3-6 PM, Half Price Pints
PBR RockBar - Planet Hollywood, Miracle Mile Mall - Open Bar - Thursdays - 10-midnight, Only catch is you must join twitter and follow them. For free beer and well drinks, it's worth it.
Blondies Sports Bar - Planet Hollywood, Miracle Mile Mall - Happy Hour Special Everyday 3-6PM $20 All you drink beers, and well drinks. Thursday Nights - Singles Beer Pong Tourney at 10PM, $20 All you can drink - The Negative - Consider the Ohio State HQ in Las Vegas (aka lots of annoying Buckeyes fans)
O'Sheas - O'Sheas Casino - Beer Pong Tourney Thursday 4 PM - $40 for Beer, Tournament Fee, and T Shirt, Also home to cheap beer and cheap gambling all week long.
Casino Royale - $1 Beer, $1 Margaritas all the time, Low Minimum Gaming
Bill's - See above, but the beer is all Coors I believe
MGM Grand West Wing Bar - 2 for 1 Cocktails, 5-8 PM
Nine Fine Irishmen - NY NY - Not really cheap, but they have happy hour Sun-Thurs from 2-6pm, Decent Discount on Apps and select beer, the beer list looks like a list of beers Justin would like. Been here myself and it had great food, bartenders, and the beer and whiskey list was good

The best thing about O'Shea's is this guy:
He stands on top of the bar, blows a whistle to passer-bys, waves them over, and pours a shot in their mouth.
I went to Nine Fine Irishmen last trip and it was awesome, I think. I was pretty blitzed but they had a live band playing folk music.

Also, the beers you are trying to chug must be under $12, so you can't chug the really expensive, rare stuff they have.

Some more places -
Diablos at the Monte Carlo - $3 drinks and specials chosen every half hour by spinning the wheel of sin, next half hour a different special is spun. 3-7 PM everyday
The Stage Door - Behind the Flamingo, this dive bar is famous for cheap specials, the favorite I read was a Busch and a bourbon for $2 and a hot dog and Budweiser for $2.50
Mr. Lucky's - Hard Rock Hotel - $7.77 Steak and Shrimp Dinner, Available 24/7, it's not on the menu you have to ask for it
